Handyman or Licensed Contractor? Hawaii's $1,500 Rule Explained

Hawaii regulates construction work more tightly than most states, and homeowners hiring help should know where the legal lines sit. The good news is that the rule of thumb is simple — and it protects you.

The $1,500 exemption

Under Hawaii law (HRS §444-2), a person doesn't need a contractor's license for a project where the total price of labor and materials is $1,500 or less — as long as the work doesn't require a building permit. This is the "handyman exemption," and it's exactly what makes everyday repairs affordable: fixing doors, patching drywall, swapping faucets, repairing screens and fences all fit comfortably inside it.

What the exemption doesn't cover

Two things break the exemption regardless of price: work that needs a building permit, and splitting one big project into multiple sub-$1,500 invoices to dodge the rule — that's explicitly illegal. Structural changes, room additions, re-roofing, new electrical circuits, moving plumbing and similar projects need a licensed contractor, full stop.

Why the line exists

Licensed contractors carry bonding and give you recourse through the state's Contractors License Board if something goes wrong on a big job. For a $200 door repair, that machinery would just make the repair cost $400 — the exemption keeps small work accessible while keeping big, risky work accountable.

How to hire smart on either side of the line

For handyman work: hire someone who knows their limits. A trustworthy pro will tell you "that one needs a licensed electrician" — that honesty is the best signal you've found a good one. For contractor work: verify the license on the state DCCA website, get the contract in writing, and be wary of anyone offering to keep a big job under the radar.
